Korea’s Charity Surtax Stamps (1953–1977): Helicopter Donation Fund Surtax Stamp (1969)

South Korea

The purpose of this stamp’s issuance was to purchase helicopters as part of establishing a self-reliant national defense with the strength of the entire nation, in order to counter the mass infiltration of armed communist guerillas from North Korea. At the time, the stamp’s issuance was promoted under the names of the Minister of Communications (체신부 장관), Kim Tae-dong (김태동), and the Chairman of the Cheseonghoe Foundation (재단법인 체성회), Kim Seon-ju (김선주). In addition to promoting the stamp, promotional posters were produced and placed in major post offices, urging the active cooperation of citizens using the postal service.

The “Helicopter Donation Fund Surtax Stamp” used the design of the then-current 7 won definitive stamp featuring the Taegeukgi (태극기, the Korean flag), but its background colors were changed to light green, dark blue, and red. The face value was indicated as 7.00+3.00, representing the 7 won postage fee for a standard letter plus a 3 won surtax for the helicopter donation fund. The stamp was printed by the Korea Minting and Security Printing Corporation (KOMSCO) (한국조폐공사).
