Up to now, this series has covered the various public notices issued prior to the establishment of the temporary postal agencies, along with the installation of such agencies in the various counties and revisions to the related early regulations. Beginning with this installment, I will introduce materials primarily from my own collection.
The temporary postal agency system was implemented in April 1898, and continued to be used for about 7 years and 2 months, until July 2, 1905, when the Ganggyewuchaesa (강계우체사) was transferred to the Japanese-Korean Joint Communications Transfer Commission (일한통신인수위원회). However, despite this long period of use, surviving examples are extremely scarce, and no postcard examples have been discovered at all. For the period after implementation of the system, from April 1, 1898, when the postcard rate was 1 jeon, to early January 1900, fewer than ten examples have been confirmed.
